Found black roaming tomcat with a distinct, crackly meow. The cat appears slightly underweight and exhibits noticeable mouth pain, drooling while eating and only accepting soft food. It is sensitive to petting and known to scratch or bite. Spotted near N Alvernon by the Botanical Gardens.
